The Council embarked on the completion and divestment from some of its catalytic and joint venture projects. These projects had the primary objective of stimulating investment in resource-based industries, which has resulted in the establishment of similar projects in some parts of the country 

Some of the projects are:-

1. KANKARA KAOLIN PROCESSING PLANT, KATSINA
   The industrial grade kaolin plant has commenced production, while a centrifuge has been procured and incorporated into the second line for the production of the pharmaceutical grade kaolin in 2005
   

2. PHOSPHATE PROCESSING PLANTS, SOKOTO AND OGUN STATE
   The 60 tonnes per day plant at Sokoto, fabricated by an indigenous engineering firm, Garner International Company Limited, to produce milled phosphate fertilizer Company Limited, Kaduna is one of its customers
   
   On the other phosphate plant at Ifo in Ogun state, fabricated by another indigenous company, Langrad Engineering Company Limited, a test run was carried out. The council plans to divest from the two projects subsequently.
   

3. CATALYTIC MODEL COCOA PROCESSING PLANT
   The Joint venture partner (Ondo state Government) and the Council resolved to divest from the project to allow private sector participation. The divestment process has commenced
